In 1911, local businessman Frank Miller purchased the mount with the intention of developing it into a park. He donated the land to the city of Riverside with the stipulation that it always remain open and free to the public. The city has upholded Miller’s wishes and today, Mount Rubidoux is one of Riverside’s most beloved parks.
